What Is a PMTA?

A Premarket Tobacco Product Application (PMTA) is the FDA’s primary mechanism for reviewing new tobacco products before they are legally sold.

It requires manufacturers to demonstrate that their product is:

“appropriate for the protection of public health”

When Is a PMTA Required?

You generally need a PMTA if:

  • The product was not commercially marketed before February 15, 2007

  • The product has been modified in a material way
